Humanitarianism

Joshua Deaton has posted a thought-provoking article by Michael Waltzer entitled: On Humanitarianism: Is Helping Others Charity, or Duty, or Both?. The one question this blogger has, however, is who will decide how and how much individuals will be forced to do "their duty" and what form will it take? It seems this is the stumbling block in a free society and within the political dynamics of the USA.
