Taxpayer Funding Of Religious Schools?

The Secular Daily News has posted on the Pennsylvania Governor's proposal for taxpayer funding of religious schools through a voucher system.  This issue is growing and motivated by the Religious Right's efforts to break down the wall of church-state separation.  How is funneling taxes away from public schools into religious and private schools going to improve public school education?  Also, to quote:

As Thomas Jefferson put it in his Virginia Statute for Religious Freedom, “To compel a man to furnish contributions of money for the propagation of opinions which he disbelieves, is sinful and tyrannical.”
